Design update

In April, we restarted design work on the second, third and fourth buildings.  So far, we  have completed 100% of schematic and preliminary plans and 70%, 35% and 35%, respectively of final plans and specifications.  Work is continuing.

AIA Recognition

At its Annual Gala on June 28, the Hawaii Chapter of the American Institute of Architects (AIA) presented our architect, Urban Works Architects, Inc., with the “2011 Unbuilt Projects Award” for its work on the Hale Aloha renovation.  The design for the renovation was one of the main requirements in our Manono contract and delivered under a very tight schedule.

Groundbreaking set for Palamanui mid-level access road

The ceremony is set for March 18, which is the latest date mentioned by UH in its November 2010 announcement of its agreement with Palamanui Partners, LLC.  Here is the quote from the UH announcement, “Groundbreaking for the access road construction is expected in late 2010 or early 2011. The first phase of construction is expected to begin by fall 2011, with completion anticipated by fall 2012.”
While access road construction appears to be on schedule, it is likely the, “first phase of construction,” will not start until early to mid 2012.  This is because design of the first phase has not been completed.  Completion will take several months and must be followed by permitting and construction contracting.  Efforts are underway to get the first and second phase design programs back on track, but too much time has been lost.

Manono Campus Update

Last Year (2010)

  • In May, Hawaii Campus Developers submitted final design documents for the renovation of the Hale Aloha.  There is a recent image of the Hale Aloha – West Elevation at http://photos.hawaiicampusdevelopers.com.
  • In June, UH awarded a $7.6 million contract to Honolulu Builders, LLC to complete the renovations.
  • In November, UH President Greenwood approved the, “Manono Campus Long Range Development Plan, 2010 Revision and Update.”  There are several 3-D images of the new campus at http://photos.hawaiicampusdevelopers.com.
  • In December, UH posted its Capital Budget for the 2011-2013 Fiscal Biennium.  Included as Priority 5E (#9 of #26) is $6.7 million for “HAW, Manono Campus Multi-Purpose Facility with Parking Structure, Hawai’i.”   This was one of the structures included in the LRDP Update.
  • Also included in the UH Capital Budget as Priority 7F (#21 of #26) is $23.2 million for “HAW, Manono and West Hawai’i Campuses – New Facilities, Hawaii.”  These funds are to support projects on the Manono Campus as well as construction of the new West Hawaii Campus.

This Year (2011)

  • In order to make way for planned renovations, Hawaii Community College agreed to reimburse most of the rental and leasing costs to relocate the UH Hilo occupants of the Hale Aloha.
  • Hale Aloha renovations are on hold pending the issuance of a County Building Permit.

UH Center at West Hawai’i Update

Last year (2010)

  • In February, UH President Greenwood approved the, “… Long Range Development Plan 2009 Revision and Update.”
  • In August, the UH Office of Capital Improvements issued a “Notice of Acceptance for the Final Supplemental Impact Statement for the University of Hawai’i – West Hawai’i Long Range Development Plan 2009 Revision and Update,” essentially completing environmental reviews that were required prior to permitting and construction.
  • In October, UH awarded a $4.4 million contract to Keauhou Kona Construction Corporation to build the mid-level access road from Kaiminani Drive to University Drive, located on the south side of the Palamanui Development.
  • In November, UH and Palamanui Partners, LLC completed a “Memorandum of Agreement,” which finalized agreements and clarified responsibilities.  The University will build the $4.7 million mid-level access road and Palamanui Partners, LLC will contribute a like amount toward the construction of the first campus building.  In addition, the Unversity will takeover responsibility for the design of the first building from Palamanui Partners, LLC, adding to its current responsibilities, which include the design of the campus and remaining buildings, permitting and constuction.  In its announcement, the University restated its commitment to achieving a LEED Platinum (highest) rating for the new campus.
  • In December, UH awarded $0.3 million contract to Rider Levett Bucknall Ltd for construction management services for the mid-level access road.
  • In December, UH posted its Capital Budget for the 2011-2013 Fiscal Biennium.  Included as Priority 7F (#21 of #26) is $23.2 million for “HAW, Manono and West Hawai’i Campuses – New Facilities, Hawaii.”  These funds are to support projects on the Manono Campus as well as construction of the new West Hawaii Campus.

  • In January, Keauhou Kona Construction Corporation began work on the mid-level access road.
  • In January, Hawaii Campus Developers, LLC submitted a Change Order Proposal to its current contract to design selected campus elements, complete the design of the second building and incorporate the necessary design elements to meet the goal of achieving a LEED Platinum rating.

Manono Campus LRDP Update

The update to the LRDP (Long Range Development Plan) is almost complete

  • May.  We completed a capacity analysis and selected a planning goal of 2,000 FTES (full time equivalent students) for the 20 acre site.
  • July.  We developed educational specifications for the 2,000 FTES program.  This included a review of the past enrollment, facilities utilization, scheduled weekly student contact hours and faculty workload.  Next we developed a curriculum model to identify spaces and stations needed to support the program FTES goal.  Based on these instructional requirements, we forecasted organizational and staffing requirements and identified offices, administrative and accessory spaces for staff and faculty.
  • August.  We considered three Alternative site plans and selected one for further development as the ultimate site plan for the campus long range plan.
  • September.  We completed detailed civil, electrical and mechanical plans and developed a four-phase transition plan and a cost estimate.  In mid-September we submitted the draft LRDP for review and comment.  It is posted at hawaii.hawaii.edu.
  • October.  We presented the plan to a large group of interested staff, faculty and students in the cafeteria at Hawaii Community College.

We anticipate publishing the final report in the next 30 days.

UH Board of Regents approves project

UH Office of Capital Improvements reports the Board of Regents have approved a single Capital Improvement Project to build the access road to the new West Hawaii Campus and renovate the Hale Aloha building on the Manono Campus.  Hard to understand why these are considered as one rather than two projects since they relate to different locations and different design contracts.  The new allotment request to Governor Lingle treats them as a single project, as well.  Curious.

Funding Update No. 2

On Monday, the UH Office of Capital Improvements went back to Governor Lingle requesting an additional $10 million and permission to advertise for two projects.  The projects are a 7,000 ft roadway for $7.4 million to connect Kaimi Nani Drive to the proposed site for the new West Hawaii Campus and the renovation of the Hale Aloha (Bldg 383) on the Manono Campus for $9.3 million.  No word yet on what the Governor plans to do.

Funding Update

Recently the UH Office of Capital Improvements updated the status of its funding requests to Governor Lingle.  Go to http://hawaii.edu/oci and then to “Projects” and look at “Status of Allotments for CIP Projects” in the upper left corner.  The site provides access to allotment requests, the Governor’s responses and a summary for Fiscal Year 2009 – 2010.  The fiscal year started July 1, 2009 and since then UH has submitted fourteen allotment requests totaling over $244.1 million.  Governor Lingle has approved 100% of the requested amount for thirteen projects and $240.6 million overall, for a funding rate of 98.6%.  Unfortunately, Governor Lingle only approved $6.7 million of the $10.2 million requested for Hawaii Community College projects in West Hawaii and Manono – basically two-thirds of the requested amount.  In her reply to UH, Governor Lingle did not give a reason for partially funding the Hawaii Community College projects.
